A structure plan guides decision-making addressing things like land use, development, housing, employment, heritage, transport, parking, community infrastructure (eg. open space), and infrastructure provision.

Structure plans are approved by resolution at a Council Meeting then require a Planning Scheme Amendment to be shown in the planning scheme itself.
