The Council Plan 2025-29 (adopted 23 June 2025) is our roadmap for the next four years, detailing what we aim to achieve, how we plan to do it, and how we will measure our success.
It sets our strategic vision, priorities and major initiatives, aligned with the Community Vision, to ensure the plan reflects what our local community aspires to.
Council’s vision is ‘To foster inclusive, connected, communities and places where all East Gippslanders prosper, and endeavour not to leave anyone behind’.
To inform the development of our Council Plan, we undertook significant community engagement with input from over 4,000 people - one of East Gippsland's most extensive community engagement programs.
The Council Plan is structured around four key strategic themes:
- Community Wellbeing and Social Responsibility
- Prosperity
- Making the Most of What We’ve Got
- Managing Council Well
The Council Plan sets out the initiatives and projects that we will deliver, advocate for or partner in over the next four years. These initiatives will create tangible benefits for our community, ensuring that Council’s vision is realised through practical and impactful actions.
The Council Plan also includes the Municipal Public Health and Wellbeing Plan (MPHWP), which guides our efforts in maintaining and improving the health and wellbeing of our community. Council was granted approval from the Secretary of the Department of Health to integrate the MPHWP into the Council Plan, satisfying the requirements under Section 27 of the Public Health and Wellbeing Act 2008.
