Twin Rivers District

Twin Rivers District comprises of the following localities: Johnsonville, Nicholson, Swan Reach, Tambo Upper and Bumberrah.

Nicholson, Johnsonville, Tambo Upper and Swan Reach are four towns set on two rivers – the Twin Rivers of East Gippsland.


An ideal spot for fishing and boating all year round, the region was initially an area for grazing, cropping and timber milling. Twin Rivers District now has a population of around 2,000 people and attracts retirees and tourists as well as people who work nearby in Bairnsdale and Lakes Entrance.

One Place One Plan Project (Place Planning)


One Place One Plan is a project that helps communities shape a plan for their place – reflecting how it is now and how it should be into the future. The project invites people to be part of conversations about how their community operates, the facilities and services they access and the way they work with council and other agencies. 


The conversations will build the community’s knowledge and understanding of council processes and incorporate data gathering and community profiling activities. This approach will provide communities with an opportunity to participate in decision-making about their place, as well as helping inform council of each distinctive community and district.


At the end of this project we will have developed a plan for and with the people of the Twin Rivers District, as well as strengthening connections between council, its officers and the community.

Twin Rivers Community Plan

The Twin Rivers Community Plan 2012 to 2017 was developed by the Twin Rivers community and council. It includes priority strategies and actions for future development in the region.

The Land Use Plan is being finalised. It will develop a land use and development strategy that will draw together community views and key information relating to the region’s future development.
