Re-Imagining Bairnsdale Master Plan


The Bairnsdale CBD is our Shire’s regional centre. For a substantial visitor and country population, as well as persons living within the city, it is the central meeting place; a place of service and work; a rest point; a place of recreation and vitality. It is the embodiment of the country town, the primary focus of the community; a multifaceted place that must serve many functions.


The Bairnsdale CBD Master Plan, ‘Re-imagining Bairnsdale’, was formally adopted by Council at the May 2013 East Gippsland Shire Council meeting. The Master Plan outlines a framework for Bairnsdale in the twenty-first century as a sustainable city with connected and interesting public spaces.


The Master Plan sets out a framework for the revitalisation of the CBD over the next 10 years, providing clarity about how the Bairnsdale CBD public realm will be improved over time and sets out a consistent approach to design elements and infrastructure. Actions include proposals for the improved design of important public spaces, a street tree planting program, public realm design guidelines, and a program for increasing the range of activities in core areas.


The Master Plan consists of two volumes; Volume 1 of the Plan, ‘Analysis and Discussions’, sets the background and context for the priority actions that form Volume 2, ‘Public Realm Works, Priorities and Costs’.

What will the project achieve?

The purpose of the Master Plan is to create a contemporary, vibrant urban centre in Bairnsdale with public spaces the support commercial and social activity and a more sustainable city. This will be achieved through creating:

  • A more attractive place to be
  • Safer and more welcoming gardens and community spaces
  • Spaces where people can walk and relax
  • Improved pedestrian, cycle and vehicle circulation
  • Safer ways to walk and cycle

Key Projects

The Master Plan includes a vision for the Bairnsdale Central Business District and concept plans for the redevelopment of the Nicholson Street Mall and Main Street Gardens.
